Protecting the public interest in public-private transportation deals

Senior Attorney Trip Pollard, Director of SELC's Land & Communities Program, penned a recent piece for the Brookings Institution examining the mixed record of public-private partnerships (P3) for Viriginia road projects. A number of states and localities considering greater use of P3s are looking to Virginia as a model, but recent problems led the state to overhaul its guidelines for these projects last year and then amend the statute this year to better protect the public interest.

“Despite Virginia’s reputation as one of the country’s best PPP markets, it has had some notable failures,” wrote Pollard.
