Navy Decision Dodges Protections for Endangered Right Whales

A U.S. Navy decision to proceed with construction of its Undersea Warfare Training Range without first obtaining the required approvals for the whole project located near the only known calving grounds for endangered right whales attempts an end run around environmental protections, according to public interest groups.
