Claire Horan
Associate Attorney
As part of Virginia’s Clean Energy and Air team, Claire’s work has included defending Virginia’s participation in the Regional Greenhouse Gas Initiative (RGGI) and supporting responsible and consumer-friendly development of offshore wind energy in Virginia. Claire also works as part of SELC’s Regional Natural Gas team, advocating against unnecessary gas infrastructure expansions in administrative proceedings before the Federal Energy Regulatory Commission and the Virginia State Corporation Commission. Another focus area for Claire is safeguarding Virginia from new threats of industrial gold and metal mining.
Her SELC highlights include fighting climate change, preserving and improving air and water quality, and protecting ratepayers in the region.
“SELC’s place-based model means a lot to me,” says Claire, who grew up in Gainesville, Florida.
We have grown into a national caliber organization, but by maintaining our deep relationships in the southeast, we keep our pulse on local community needs and solutions.

One of Claire’s favorite places is Grayson Highlands State Park, which she describes as located “in a beautiful area of Virginia near the border with North Carolina, perfect for both bouldering and hiking. You can even see local wild ponies and access the Appalachian Trail.”
