Garrett leads SELC’s transportation electrification work in Virginia and across the southeast. He also works on transportation policy, advocacy, and law both regionally and federally to make transportation cleaner, safer, and more accessible.
“I enjoy digging into the details of seemingly mundane things,” Garrett said. “Transportation is such a fundamental part of our daily lives, but most people don’t understand who decides the shape of our built environment or the way that we move. The transportation funding process is confusing and complex, often by design. At SELC, I empower people to shape their communities for the better.”
Increasing transportation options is a key focus of Garrett’s work. “We need to make our transportation system safe and accessible for people to get around without a car if we want to tackle climate change,” Garrett said. “People who are not able to drive or afford a car often risk their lives to walk or bike in our dangerous, auto-oriented cities.”
Garrett brought to SELC three years of work on Capitol Hill, drafting and negotiating key provisions of the Bipartisan Infrastructure Law and Inflation Reduction Act. “We have a generational opportunity to turn historic federal investments into climate action,” he said. “I’m excited to help build a cleaner and more equitable transportation system.”
Originally from Oklahoma, Garrett loves being on the water, especially fishing the inlets and tidal creeks along Virginia’s Eastern Shore. His work is a homecoming after an SELC internship in 2015.
“The people at SELC are uniquely passionate, intelligent, hardworking, strategic, and most important, kind,” he said. “I have always appreciated the pragmatic SELC approach to problem solving and coalition building, and care deeply about improving my beautiful and dynamic adopted home in Virginia.”
